if each new timelord born of the old one (regenerations) had thirteen regenerations
wouldn’t that solve the problem 

From what I’d heard, they said “13” was a number they pulled out of their ass once upon a time because they thought the show would never last that long, added that there is no iron clad continuity in Doctor Who because wibbly wobbly timey wimey and all, and said that they fully intend to retcon it.

I’ve had this debate with people before.

This is Doctor Who we are talking about, where the laws of the universe wibble and wobble. The Master has been brought back from non-regeneration death, his Wife gave her ‘all her regenerations’, and while that saved him once that may have done more, and somehow he’s re generations could have been recharged during the Bad Wolf incident, when he briefly got the power of a God. 

Or there’s the whole thing where he didn’t exist for a brief period after the Pandorica box. I still don’t understand how the roman legion thing happened in this timeline. 

Season six was all about the doctors death as a fixed point in time- and well, look how that ended.

they’ve also already had him say, in one of the episodes of Sarah Jane Adventures that Eleven showed up on, that he could regenerate 407* more times. So the 13 regenerations issue has been quietly swept under the rug.

*this may not be the right number. I may be remembering the lyrics to Chameleon Circuit’s “Traveling Man” instead.
